A Well Regulated Militia
The Second Amendment is the right to protect the land we own (with arms), not to form Citizen Militias. Citizen Militias may not be illegal till they attack the Capital, but they are Not a Right, and they are Not Needed!
Let's take a look at The Second Amendment to the U.S. Constitution Which reads:
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms shall not be infringed."
The first part is explaining the reason for the right, the second part is the right which is to keep and bare arms. Adding the words Because, and therefore makes it more clear.
"Because a well regulated Militia, being necessary to the security of a free State, Therefore the right of the people to keep and bear Arms shall not be infringed."
"Well Regulated" can only refer to Government, Whether that be National, State or Local. Otherwise it allows the creation of a separate government. The Militia was susceptible to the Local officials. Mainly to protect land from the people who were there first, but also French, English, and Spanish armies. "for the Security", to protect their land. Also, back then it took longer to move people around so there was more need for a locally controlled militia.
The Constitution also gives the President authority to command all U.S. military including State and local militias. In Article 2 Section 2 it says;
"The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States..."

This shows that throughout history States or counties had official militias under the call of Governors of State. The Term Militia is the word that has changed meaning over the years, since we don't use the term Militia in state government any more. When this country was founded every man was at the call of State Government to defend their communities. So yes the Right to bear arms refers to everyone, but the Militia was not just some separate group organized by random citizens. That is why the Constitution uses the phrase "Well Regulated" before Militia.
But Nowadays when someone hears the term Militia they think of “Citizen Organized Militia” rather than “Government Regulated Militia”. The most they can do legally is prepare members to be at the ready in case of some future improbable scenario where they would be drafted into service by the state. But they are breeding grounds for Radicalization. They see themselves as freedom fighters ready to take down tyranny within our own government.
During the last election we saw them drum the beat of rebellion. Believing the lies that the election was stolen, following their fantasies of saving the Nation from fictitious Tyranny as they caused unrest at the Capital. Militias nowadays are one step away from Terrorists.
Guns don't prevent Tyranny, they create unrest. People have the right to carry for protection but when Militias start assembling to bring down our Free Civil government of the People, Or start replacing Government and taking the Law into their own hands, that would lead to Tyranny. With the recent shooting in Boulder Colorado, we need gun reform more now than ever but the far Right would only see it as proof of Tyranny. They would use gun reform and their twisted interpretation of the 2nd amendment as justification to activate their Militia Rebellion.
